One of the biggest issues I see at the ICC is the inability of the OTP to provide concrete linkage evidence to an accused, when that accused has not directly perpetrated SGBC (as with Ntaganda and Ongwen vs. Katanga and Bemba). How did the SCSL circumvent this issue and how might the OTP at the ICC make improvements in relation to this?
